Voice still hoarse 4 months after vocal polyp removal?

In June 2010 i had surgery to remove vocal cord polyps. I had a very
quick recovery and my voice came back next to normal. About 3 months
later the polyps returned. I had these removed again in March 2011,
this time by CO2 laser. recovery was more painful and a lot slower.
I still do not have my normal voice back , not even close to it. My
voice is very husky and hoarse and if i try to talk normally in a
normal tone, hardly any sound comes out at all, its like i have to
force the words out, so i am straining a lot when i talk and becoming
out of breath. I have been having voice therapy but not much is
working, it was mainly based around breathing techniques and i wasn't
able to do most of the vocal exercises. I also have to clear my throat
all the time. I constantly sound like i have lost my voice.
I feel like there is no other conclusion other than permanent damage?
And i think i saw somewhere that there is another form of surgery to
make my voice pitch higher?
This is ruining my life and no longer think i should have to suffer
like this,

By the way , im not a singer, but seeing as this is something singers
normaly get i thought i would post it here.
